I've never really been taught to do what I do, but I have had 2-3 lessons of drawing humans and learning how to paint with the right colors to set the right mood.
Mostly I learn by just looking at what's around me. Illustrative books about dinosaurs, or how-to-draw books, Fantasy Films, Computar Games with their wicked graphics, and, most of all, DeviantART!
Gotta love the dragons artists on this site, so many artists with their own unique designs and creations.

It all comes down to patience and being bored to the point of drawing, or mainly just having the need to create something.
Watch other artists at work, look at professionals paintings on internetz of over-the-top spectacular-ness (look at Todd Lockwoods art especially if you're into Dragons).
hehe, at least that's the case for me.
Just love what you do! Search the hell out of deviantART for tips for drawing from the ones you know create the most original and beautiful art.
